Namespace for accessing tool window configuration files.

Each editor tool window has its own separate configuration file. In some cases, this will simply store whether or not it should be shown at startup and the default dock position, but it can also store other settings that change the behavior of the tool.

These settings are configured on a per-application basis - so the same tool window could be configured differently depending on what editing application has been opened.
